Developmental work has an inconvenient evaluation profile: the effects are delayed, indirect, and frequently invisible to the person who caused them. Conventional impact measurement handles this by measuring what is available instead, which is satisfaction — a number that correlates poorly with change and sometimes negatively.
This volume builds assessment that is progressive rather than terminal: leading indicators that are honest about being leading, longitudinal markers, qualitative instruments that survive scrutiny, and a clear statement of what genuinely cannot be measured and should therefore not be claimed.
