Most organisations allocate once a year and then defend the allocation for twelve months. A forest does not do this. It moves water, sugar and nitrogen toward whatever is growing and away from whatever is finished, and it does so continuously, without a meeting. This volume takes that behaviour seriously enough to make it operational: how to sense where the resource is needed, how to move it without the political cost that usually makes moving it impossible, and how to tell genuine reallocation from the quarterly ritual of taking budget off the people who are worst at asking for it.
It is written for the person who controls a budget, a headcount or a calendar and suspects the annual cycle is costing more than it protects. The protocols are small enough to run inside an existing planning process rather than instead of one.
